The character is none other than Tail the evil gangster. I didn't pay much attention to him for a while but honestly the more I think about him the more I fall in love with him all over again. He's a hopeless romantic and is always dreaming about a new girl <3 He isn't like the flirty or smooth type though he's more of the *blushes hard and runs away* type, just to be clear.
